PORTSMOUTH, Ohio – They were her children. And Bobbi Sue Pack was supposed to protect them.

Instead, Pack admitted in Scioto County Common Pleas Court yesterday that not only did she fail to care for them or feed them or even properly cloth them — and investigators say she even tied them and chained them to their beds — but she allowed her live-in boyfriend to repeatedly rape her two oldest daughters as punishment.

Just days away from the start of a jury trial, one in which she faced multiple life sentences if convicted of all the charges against her, Pack, 32, struck a deal with prosecutors and pleaded guilty to two counts of rape. Judge William T. Marshall immediately sentenced her to 10 years to life in prison.

Her boyfriend, 45-year-old Juan Sanchez, pleaded guilty to two counts of rape and one count of child endangering. He was sentenced to 25 years to life in prison.

Scioto County sheriff’s office investigators have said this was among the worst abuse cases they have ever seen.

The case attracted national attention when the children were rescued in February 2014.

Scioto County Assistant Prosecutor Pat Apel wouldn’t comment much about the plea deals, except to say that no one wanted to put the children through a lengthy trial.

Initially, Sanchez and Pack were each charged with 16 counts of rape, three counts of child endangering and additional counts of kidnapping and tampering with evidence. After their pleas, those remaining charges were dismissed.

Pack’s mother, 53-year-old Edwina Louis, did not accept a similar plea deal and her trial is set to begin Monday.

Neither Sanchez nor Pack said anything on their own behalf in court.
